Police the police?

Now admittedly this officer was in a hurry. He could have turned
the lights on and he would have been more than legal. However he
didn't. The question remains, is he in a hurry to catch somebody?
Is he simply in a hurry to go get some donuts? Perhaps his water
heater sprung a leak? Those are million dollar questions that I
don't have a million dollar answer for. It is what it is.
What is it? An officer in a hurry.
